Windows 7 has native DX9 support so this is not your problem and theoretically your GPU was/has DX11 instruction set at the hardware level and just recently can do DX12 on API side. Its a DX9 32bit game which is the biggest issue and what you are actually confusing here. Im currently playing with the same mods and indoors my fps is usualy 120 but outside it ranges from 60's down to 20's depending on what sort of thigns are around me and weather effects. Try reducing the distant lands draw distance and maby the grass density as well as a couple of the other filters (Depth of field is the first one I always throw out) Even if its an empty drive virtual memory has never perofmed as well as actual memory.
